Fair Housing Support (Individual & Webinar)

Since 1994, CJHRC has served as Somerset County’s Fair Housing Office to monitor housing practices and counsel victims of discrimination. CJHRC’s policies and activities promote the awareness of fair housing requirements. CJHRC also provides consultation to developers and municipalities to ensure that rental and for-sale units are marketed in accordance with the affirmative marketing rules of the State of New Jersey Low and Moderate Income Program.

CJHRC ensures that all housing programs and services provided by the county, municipalities and CJHRC itself are administered in a way that promotoes fair housing on the basis of Race or Color, National origin. Religion, Sex, Familial status, Disability, Ancestry, Domestic partnership or civil union status, Gender identity or expression, Marital status, Military service, Source of lawful income or rent payment (including Section 8) and Sexual orientation. This role is in keeping with CJHRC’s fundamental mission to increase access to affordable housing for all persons.

Delinquency / Foreclosure Counseling

Delinquency/foreclosure counseling is intensive in-person counseling that CJHRC counselors can provide to help homeowners facing problems with paying their mortgage and other housing obligations. If homeowners have fallen behind on their mortgage, homeowners association fees, or real estate taxes due to reasons that are now resolved, CJHRC counselors may be able to prevent a foreclosure or a lien that could put their home in jeopardy. Once a family works hard to obtain home ownership, CJHRC does not want them to lose their home, and wants them to be aware of the options that exist to prevent that from happening.

Homeless Counseling

For those individual/households facing homelessness, CJHRC provides information to assist with locating permanent housing. CJHRC Counselors would discuss housing options, applications to complete for housing or assistance programs, any hurdles they may face obtaining a rental and provide other resources and referrals.

Post-Purchase and Rehabilitation Education

Successful long-term homeownership is what we want for everyone. Our housing counselors understand that home ownership usually comes with questions and it is nice to have an organization like CJHRC to turn to for help. Whether you are unsure about how to handle mortgage refinancing, repairs, hiring a contractor, association issues, insurance, utility programs, tax freeze for seniors/disabled in NJ, or learning about rehab programs, you can contact our office to see if we can help you or know of a resource/agency that can.

Senior Housing Options

With a range of subsidized and non-subsidized senior housing options and programs available in Somerset County, finding appropriate and affordable accommodations for very low/low/moderate-income seniors raises a number of questions. CJHRC counselors are able to help older residents and their families. With the help of the Somerset County Board of County Commissioners, the staff at CJHRC developed the “Senior Housing Resource Guide.” This guide is updated annually. CJHRC Administrative Agent Info

CJHRC was hired by a Township to be responsible to oversee and administer all or some of their affordable housing units. This may also include overseeing their down payment assistance/closing cost or rehab assistance program. Staff is trained to understand the affordable housing process and effectively administers the affordable housing program consistent with all applicable regulations. CJHRC handles new construction of rental units, existing rental units, new sale and re-sale housing.
